The public execution of Luffy’s brother, Portgaz D. Ace, sparks an all-out war between the Whitebeard Pirates and the Navy. This battle that Luffy takes part in ends with the deaths of Ace and Whitebeard. After escaping, Luffy wallows in sorrow on the Island of Women. Understanding his own weakness, Luffy reconfirms how important his friends are for him in order to move forward. At that moment, Rayleigh approaches Luffy and offers to train him. Luffy agrees and sends out a message to his crew to meet up in two year’s time at Sabaody Archipelago.

After two years, the Straw Hat Pirates meet up once again in the Sabaody Archipelago. There they ready to set sail for Fish-Man Island and the New World with a renewed resolve! The Straw Hats finally reach Fish-Man Island, 30,000 thousand feet below the sea’s surface. But with Hody Jones and his New Fish-Man Pirate crew planning a coup d’état, it seems like they may be in for a rough time! Meanwhile, King Neptune appears and invites them to Ryugu Palace to thank them for rescuing Princess Shirahoshi’s pet shark Megalo. Inside the palace, Luffy meets the mermaid princess, but because of the love-struck stalker Vander Decken, Shirahoshi is unable to leave her room. In order to help grant her wish to leave the palace, Luffy takes her outside for the first time in years.

Hody Jones and Vander Decken come to a nefarious agreement to work together. Hody wants control over Fish-Man Island and the chance to flaunt Fish-Man superiority over humans, while Vander Decken just wants to snag Princess Shirahoshi for his own. While at the palace, the Straw Hats are wrongly accused of stealing mermaids and are back in familiar territory—on the lam! While chaos ensues, Hody and Vander Decken attack Ryugu palace. While some Straw Hats are left behind in the palace, Luffy meets up with Jimbei at the Forest of the Sea, where he recounts the sad tale of Queen Otohime and Fisher Tiger.

Jimbei recounts Tiger Fisher’s sad tale, from his time as a Fish-Man District outlaw to his folk hero status as a slave emancipator. After Fisher Tiger and Queen Otohime’s unfortunate and tragic deaths, the Sun Pirates splinter into different groups. Arlong and Hachi form the Fish-Man pirates and wreak havoc in East Blue, while Jimbei accepts the government position as Warlord of the Sea, in hopes of bridging an understanding between Fish-Man Island inhabitants and humans.

Jimbei and Luffy plan a counterattack against Hody and Vander Decken. Although the inhabitants of Fish-Man Island are suspicious of the Straw Hats, they eventually cheer for them as they realize the end of Fish-Man Island nears. Drawn by the intense feelings of Luffy and Princess Shirahoshi, unlikely help in the form of Neptunians arrive to turn the tide of the coup. In the end though, the fate of Fish-Man Island comes down to the bloody battle between Luffy and Hody...
